Deference beetwen PHP Expert Editor and IE?

I could copy files and so on with PHP Expert editor or the other softwares but not with IE on localhost or network. Do you know why?

I don't quite understand what you are saying. PHP Expert Editor has it's own PHP parser, I believe. There is no need to copy files through IE or anything, it's all done on your computer.
