Why does Adobe Flash Player not work on IE 7?

I have loaded Flash Player 9 a number of times but without success. I am running XP Home with SP2. I have found that FireFox works OK but not IE 7. When I try to open a page requiring FP9 I get a message asking me to load FP9 and I know it is already on the machine. Can anyone help please?

Trouble with Windows installation

Restart: In some situations, Windows or Internet Explorer needs to be restarted in order to complete an update. Restart your machine, and test Flash Player before moving to Step 2.

When you downloaded this Adobe Flash Player, did you also downloaded a shortcut to the installer? This shortcut is a virus. It has the '.exe' extension. When I did an online scan at the F-Secure website, It was detected and deleted. Flash Player setup doesn't need a shortcut. It is just a small setup file.... Hope this helps.
